Prof Dr Ashraf Md. Hashim

A Brief Introduction
Prof Dr Ashraf Md Hashim is a globally recognised Shariah advisor and a Professor at INCEIF University, Malaysia. With extensive expertise in Islamic finance, Shariah governance, and regulatory frameworks, he holds leadership positions on
multiple Shariah councils and boards across Malaysia and internationally. His academic,
advisory, and consultancy roles have made him a pivotal figure in advancing Islamic finance globally.
Dr Ashraf obtained his PhD (Islamic Law) from University of Birmingham, United Kingdom (1999), his Masters in Fiqh and Usul Fiqh from University of Jordan (1995) and his BA in Shariah from Islamic University in Medina, Saudi Arabia (1991). He is also a holder of Postgraduate Diploma in Shariah Law and Practice (DSLP) from International Islamic University Malaysia (2000).
Dr Ashraf currently serves as the Chairman of Bank Negara Malaysia’s Shariah Advisory Council Chairman and the Shariah Committee of Bursa Malaysia. He is a member of the Shariah Advisory Council Securities Commission of Malaysia, and a member of Shari’ah Committee for International Islamic Liquidity Management Cooperation. In addition, he serves as member of National Fatwa Council of Malaysia (Muzakarah Kebangsaan Hal Ehwal Agama Islam), a Shariah committee member of Yayasan Waqf Malaysia (Malaysia Waqf Foundation), State Development Cooperation of Kelantan, a committee member for Waqf Committee for Kelantan Religious Council and Finance and Investment Committee member for Selangor Religious Council.
He is a member of Board of Directors for Tabung Haji (Pilgrimage Fund) and its Chairman of Shariah Board. He is also the member of the Board of Halal Development Cooperation Malaysia, Express Rail Link and Tabung Haji Travel and Services.
Dr Ashraf is actively involved in a number of consultancies works related to Islamic finance abroad, among others, as a member of the Shariah Board for Abu Dhabi Islamic Bank and Standard Chartered Bank in the United Arab Emirates; the Islamic Bank of Australia (Project); Noor Takaful Nigeria (Chairman of Advisory Council of Experts), IMON International, Tajikistan; Amanat Advisory, Kygryz Republic; and a few
REIT companies, particularly in Saudi Arabia and Singapore.
He is, among others, the team leader in the following consultancy projects: drafting Islamic Banking and Takaful Acts for the Republic of Maldives (2012), developing Islamic banking regulatory framework for National Bank of Tajikistan (2018-2020) and National Bank of Algeria (2022 – ongoing), developing regulatory framework for Sovereign Sukuk
Issuance for the Ministry of Finance, Afghanistan (2019-2021), Cash Waqf Sukuk
project for Islamic Development Bank (IsDB) and the development of regulatory framework for Nigeria Exchange (NEX).
