INCEIF University Welcomes Royal Call to Lead Global Waqf Governance

Kuala Lumpur, 28 July 2026 — INCEIF University extends its deepest appreciation to His Royal Highness Sultan Nazrin Muizzuddin Shah for the trust and honour accorded to the University in his Royal Address at the International Waqf Dakwah Convention 2026.

His Royal Highness called on INCEIF to consider convening the secretariat for an international, open and consultative working group to advance a common set of waqf governance principles. The proposed effort would build on existing frameworks, including Indonesia’s Waqf Core Principles, AAOIFI’s waqf standards and Kazakhstan’s governance framework, while respecting the legal and constitutional authority of each jurisdiction.

INCEIF receives this proposed responsibility as an amanah. The University has begun the necessary consultations and preparatory work towards establishing the proposed working group and secretariat, with the participation of regulators, waqf authorities, scholars, practitioners and relevant international institutions.

This responsibility builds on INCEIF’s established role within the Islamic finance and Islamic social finance ecosystem. The University has also been entrusted by the Government of Malaysia to develop a Playbook and Repository for Islamic Social Finance, aimed at mainstreaming Islamic social finance within the national socioeconomic agenda. Led by the Centre of Excellence for Islamic Social Finance, the initiative will provide practical guidance, institutional knowledge and reference resources to support stronger governance, coordination and impact across waqf, zakat and related instruments.

INCEIF believes the Royal Address marks an important step towards a more coordinated, transparent and accountable global waqf ecosystem. The priority now is to connect existing efforts, strengthen institutional trust and ensure that waqf continues to deliver lasting benefits to society.
